BAL Assessment Frankston South Mornington Peninsula
Adjoining the Frankston Reservoir the urban allotments have a Bushfire Management Overlay (BMO). When building extensions or a new house in a BMO, a BAL assessment that complies with Clause 53.02 of the Victorian Planning Provisions is required to obtain a building permit.
Whilst undertaking a BAL Assessment in this area in Frankston South, Victorian Ecosystem Services were able to include the adjoining land as providing some of the defendable space. Areas such as the adjoining footpaths, mown nature-strips, bitumen road and the bike path can be included as defendable space even though they are on adjoining land as "there is reasonable assurance that this land will remain in the low fuel state".
With this inclusion, Victorian Ecosytem Services were able to obtain a reasonable BAL rating for the home builder.
